境外非政府组织登记受理工作反思

摘要
从法律、实务和管理等几个角度对新形势下公安机关境外非政府组织境内活动受理登记工作进行反思,发现境外非政府组织认定难、临时活动备案难、业务主管单位和登记受理单位的工作理念急需转变等诸多问题。应通过修缮法律条文、完善工作机制、转变工作理念等多种方式予以改进,切实提高公安机关境外非政府组织登记受理工作的服务质量和服务水平。
Reflections are made on public securitys organs' acceptance and registration of overseas NGOs' activities at home based on the perspectives of Law, practice and administration, which suggests difficulties in identification of overseas non-governmental organizations and recording of temporary activities as well as out-dated working concepts of business departments in charge and the departments responsible for registration and acceptance. Accordingly,efforts need to be made to improve the service quality and capacity in forms of renovating the legal provisions,improving the working mechanisms and changing working concepts.
