自然资源统一确权登记存在问题与对策

摘要
自然资源统一确权登记是深化生态文明制度改革、建设美丽中国、落实新发展理念的一项重要举措。同时也是合理使用自然资源,促进自然资源可持续发展的重要保证。因此自然资源统一确权登记工作需引起足够重视~([1]),在确权与登记的过程中准确了解区域当前自然资源现状,从而合理调配自然资源。本文首先阐述了自然资源统一确权登记工作的重要性,然后从法律体系和产权体系角度分析了自然资源统一确权登记中存在的问题,最后提出了可供参考的对策建议。以期为我国自然资源统一确权登记工作提供有意义的参考,促进我国自然资源的可持续利用。
The unified confirmation and registration of natural resources rights is an important measure to deepen the reform of ecological civilization system, build a beautiful China and implement the new development concept. It is also an important guarantee for rational use of natural resources and sustainable development of natural resources. Therefore, enough attention should be paid to the unified confirmation and registration of natural resources. In the process of confirmation and registration, the current status of regional natural resources should be accurately understood so as to rationally allocate natural resources. This paper first expounds the importance of the unified confirmation and registration of natural resources, then analyzes the problems existing in the unified confirmation and registration of natural resources from the perspective of property right system and legal system, and finally puts forward some Suggestions for reference. In order to provide meaningful reference for the unified confirmation and registration of natural resources and promote the sustainable utilization of natural resources in China.
