摘要

公安机关是公共危机应对的主要主体。本文从风险社会视角出发,在厘清公安执法应对公共危机理论基础上,从公共案件频发与公安机关警力不足、安全信息要求时效性高与公安机关反应滞后、新型公共安全事件对公安工作提出新要求等方面分析公安机关应对公共危机的现实困境,并提出公安机关在战略转变基础上进行机制完善的具体路径。
        Public security organs are the main body of public crisis response. In this paper, starting from the perspective of risk society, and on the basis of clarifying the public security law enforcement response to public crisis theory, we analyzed the public security organs to deal with the current difficulty of public crisis from the public and the public security organ shortage of police, security information timeliness demanding and the public security organ shall reflect the lag, the new public security event put forward new requirements to the public security work. Then we suggested that the public security organs should make strategic changes and improve their mechanisms.
