由查处生产劣兽药案件思考规范企业生产监管

摘要
2017年4月,甘南藏族自治州接上级交办任务,查处甘肃省某公司涉嫌生产劣兽药。经立案调查,认定该公司生产的阿苯达唑片、清肺止咳散为劣兽药的违法事实确实,根据《兽药管理条例》规定,依法给予了行政处罚。本文通过对案件来源、查处过程及行业规范举措进行讨论,提出了严查原料购进渠道,严格生产工艺流程,重视产品质量检验的企业质量内控措施,也指出了案件查办过程中的瑕疵和后续规范措施,为切实加强兽药生产质量管理,增强企业产品质量自律意识,规范相关案件查办提供参考。
In September 2017,a company in Gansu Province suspected of producing substandard veterinary drugs was investigated by Animal Husbandry and Veterinary Workstation of Gannan Tibetan Autonomous Prefecture. After investigation,the albendazole tablets and Qingfei Zhike Powder produced by the company were confirmed as substandard veterinary drugs. According to provisions of Regulations on the Administration of Veterinary Drugs,related administrative penalties were given. In this article,the case resource,investigation process and industry standardization measures were discussed. Then some suggestions were put forward,such as strictly investigating the purchase channels of raw materials and attaching importance to the product quality inspection. Meanwhile,the flaws and follow-up measures during the case investigation process were also pointed out,which would provide reference for effectively strengthening the quality management of veterinary drug production,enhancing the self-discipline awareness of manufacturing enterprises,as well as standardizing the investigation and handling of such cases.
