新版《铁路建设项目预可行性研究、可行性研究和设计文件编制办法》解读

摘要
新版《铁路建设项目预可行性研究、可行性研究和设计文件编制办法》(TB 10504-2018)在旧版编制办法的基础上,全面总结了近年来我国铁路特别是高速铁路建设实践经验和设计文件编制经验,进一步规范了铁路建设项目决策、实施各阶段设计文件的组成与内容,明确了设计深度要求,对提高铁路勘察设计质量和水平、加强铁路建设安全质量、提升铁路服务品质、促进铁路高质量发展具有十分重要的意义。本文介绍了新版编制办法的主要修订内容、主要技术特点,希望对编制办法使用者有所帮助。
The compilation of the new edition of Guidelines for Preparing Pre-Feasibility Study,Feasibility Study and Design Documents for Railway is based on the old edition,and summarizes the practical experience in railway construction,especially in high-speed railway construction,and the experience in compiling design documents in recent years. The new guidelines further standardizes the composition and content of design documents in decision-making and implementation stages of railway construction projects,and clarifies the requirements of design depth. It have great significance for improving the quality and level of railway survey and design,strengthening the safety and quality of railway construction,improving railway service quality and promoting the high-quality development of railway. The main revision contents and main technical features of the new guideline is introducted in this paper,and it is hoped to be helpful to users.
