精准扶贫视角下陕西生态旅游可持续发展路径研究

2018年国家发展改革委、国务院扶贫办联合印发《生态扶贫工作方案》,对生态旅游的可持续发展提出了新的要求。对于贫困地区来说,在精准扶贫的大视角下,探索出一条适合当地特色的生态旅游减贫新路径,成为当前的重要议题。通过梳理生态旅游发展路径的相关文献,从生态旅游资源、交通区位和旅游市场三个方面分析陕西省生态旅游发展现状,探索出政府、旅游企业、游客、当地居民四位一体的生态旅游可持续发展路径,并在此基础上,提出旅游生态环境补偿机制、绿色减贫财政奖励机制和构建多元主体协同机制,从而推动陕西建立生态旅游扶贫综合管理体系,使陕西省生态旅游真正实现可持续发展。
In 2018, ecological poverty alleviation program was issued by national development and reform commission and the state council leading group office of poverty alleviation and development, which puts forward new requirements for the sustainable development of eco-tourism. It has become an important issue to explore a new path of eco-tourism poverty reduction that suits local characteristics from the perspective of targeted poverty alleviation in poverty-stricken areas. The present situation of eco-tourism development in Shaanxi province is analyzed from three aspects of eco-tourism resources,traffic location and tourism market by sorting out the relevant literature, and explore the sustainable development path of ecotourism from the government, tourism enterprises, tourists, local residents. On this basis, it puts forward the tourism ecological environment compensation mechanism, the green poverty reduction financial incentive policy mechanism and the construction of multi-subject coordination mechanism, so as to promote the establishment of comprehensive poverty alleviation management system of ecological tourism and achieve the real sustainable development of ecological tourism in Shaanxi province.
