天然气净化厂110 kV变电站无人值守运行管理实践

摘要
为解决某天然气净化厂110 kV变电站员工数量无法满足变电站有人值守运行方式的问题,有效利用已有人力资源保障110 kV变电站安全平稳运行,通过对110 kV变电站的综合自动化系统和安防系统进行改造,并结合电力运行人员现状实施相应的制度和组织结构改革,提出110kV变电站实施无人值守运行模式。该模式实施8年以来的运行实践证明:①无人值守运行管理模式在某天然气净化厂110 kV变电站的实施是成功的;②无人值守变电站一定程度上硬件的配置不足可以通过加强无人值守的运行管理来弥补;③某净化厂110 kV变电站无人值守运行管理模式开创净化厂乃至中国石油西南油气田公司高电压等级变电站无人值守的先河,为其他变电站实施无人值守提供了借鉴;④该管道模式解决了员工数量不足的问题,盘活了人力资源,提高了劳动生产率,标志着天然气净化厂变电站运行管理模式的全新转变。
        The quantity of existing staff at the 110 kV substation of one certain natural gas purification plant cannot satisfy its manned operation mode. In order to make full use of existing human resources to ensure the safe and smooth operation of the 110 kV substation, its integrated automation system and security & defense system were transformed, the systems and organization structures were reformed based on the situations of power operating personnel,and it was proposed to implement the unmanned operation mode at the 110 kV substation. The following results were obtained after its8 years' operation practice. First, the implementation of unmanned operation management mode at the 110 kV substation of one certain natural gas purification plant is successful. Second, to some extent,the insufficient collocation of hardware at the unmanned substation can be made up for by strengthening the unmanned operation management. Third, the unmanned operation management model at the110 kV substation of one certain natural gas purification plant innovatively initiates the unmanned operation management model for high-voltage substations of purification plants and even those of PetroChina Southwest Oilfield Company and provides the reference for the unmanned operation of other substations. Fourth, this model solves the insufficient staff, revitalizes the human resources and improves the labor productivity, marking a brand-new transformation of the operation management model at substations of natural gas purification plants.
