摘要

在长江经济带生态补偿机制中,尤其是在跨区域横向补偿机制方面,上海将成为最主要的补偿出资直接或间接来源地。上海需要通过生态资本核算,明确整个长江经济带生态效益来源,以及生态系统建设投入的成本与收益格局,在中央政府统一协调下,通过优先补偿最佳效益主体,在生态补偿机制中发挥地方引领作用。
        In the ecological compensation mechanism of the Yangtze River Economic Belt, especially in the cross-regional horizontal compensation mechanism, Shanghai will become the main source of direct or indirect compensation for capital contribution. Shanghai needs to use ecological capital accounting to clarify the source of ecological benefits of the entire Yangtze River Economic Belt and the cost and income structure of the ecosystem construction investment. Under the unified coordination of the central government, it will give priority to the best compensation entities in the ecological compensation mechanism effect.
