摘要
东盟是我国"一带一路"倡议的关键节点和重要战略伙伴,与东盟进行深入的教育合作是推进双方经贸关系和提升彼此政治文化互信的智力基础。开放大学是采用远程教育办学理念和实施模式的高等教育机构,在我国和东盟区域都是终身教育体系的重要组成部分。以东盟区域8所开放大学为样本,选取了办学类型、大学使命和愿景、办学规模、课程层次、教学传递模式、开放教育资源与MOOC、质量保证等7个主题进行比较。基于研究结果,对推进我国开放大学的发展提出4方面的建议:一是创新转型,应对开放大学发展的严峻挑战;二是拓展办学层次,逐步分批次开设高层次学位课程;三是质量保证,建立系统的内部和外部质量保证体系;四是聚焦共同诉求,推进与东盟国家开放教育资源的共享共建。
        ASEAN is the key node and an important partner with China under the belt and road initiative, and enhancing in-depth educational cooperation with ASEAN is an effective way to promote bilateral trade relations, and mutual trust in political and cultural fields. Open university has become a higher education institution with the concept of distance education in both China and ASEAN regions. This research selects seven variables from the eight open universities in the ASEAN regions in type of university, university mission and vision,scale, curriculum level,teaching model,open educational resources and MOOC and quality control.The purpose is the promotion of distance education cooperation between China and ASEAN open universities in innovation,expansion,quality control and sharing of open educational resources.
