基于PPP模式的图书馆图书招标采购的选择

摘要
研究PPP模式下图书馆图书招标采购的选择问题,从公私合作的视角建立了图书馆图书招标采购合作伙伴选择的评价指标体系,包括4个一级指标和12个二级指标,并注重评价对象之间的横向比较,从客观和主观两个角度提出了组合赋权法来确定权重,然后利用TOPSIS模型评价方法,实现多目标下对多方案的优劣排序,进而帮助图书馆选出最优合作伙伴,最后通过案例来验证本文评价模型的有效性。研究结果表明:建立的评价模型可以有效地用于图书馆图书招标采购的选择,基于PPP模式的图书馆图书招标采购的选择方法有助于图书馆建设管理水平和运营效率的提升,是对现有图书馆建设体系的进一步完善。
In order to study the problem of selecting library books bidding procurement under the PPP model,from the perspective of public-private partnership,the library books purchase for partner selection of evaluation index system is established,including 4 first-level indicators and 12 secondary indicators. And the transverse comparison among evaluation objects is paid attention to,and the combination weighting method is proposed to determine weights from two aspects: objective and subjective,and then uses TOPSIS model evaluation method,the implementation of the schemes under the multi-objective helps the library select the best partners. At last,it verifies the effectiveness of the evaluation model through cases. Results indicate: the evaluation model established in this paper can be used effectively to the selection of library books bidding procurement,and the selection methods of library books bidding procurement based on the PPP model can help to promote the library construction management level and operation efficiency,is further perfecting the existing library construction system.
