摘要
海绵城市建设作为推进我国新型城镇化建设的战略性举措,其与PPP模式的结合已引发社会各界的关注,海绵城市PPP项目运作方式的选择研究成为焦点问题,基于此,构建最优组合赋权法与可拓物元结合的海绵城市PPP项目运作方式选择模型。首先,确定海绵城市PPP项目运作方式选择指标体系;然后,引入G1主观赋权法与信息熵客观赋权法求解各指标最优权重,并运用可拓物元理论计算各PPP项目运作方式的关联度,以确定与项目最契合的运作方式;最后,通过实例验证该选择模型的适用性与科学性,能为海绵城市的建设发展提供一定帮助。
        The construction of sponge city acts as a strategic move to promote China's new urbanization construction, and its combination with the PPP model has aroused attentionof all walks of life.Among them, the study on the selection of PPP project operation mode in sponge city has become a focus issue. Based on this, a model for the selection of PPP operation mode in sponge city is built combining the optimal combination weighting method and the extension matter elements.Firstly, the selection index system of the operation mode of the sponge city PPP project is determined by combining the characteristics of the sponge city and the PPP project operation mode, and then the G1 subjective weighting method and the information entropy objective weighting method are introduced to solve the optimal weight of each index. Moreover, thetheory of extension matter elements is used to calculate the relevance degree of each PPP project's operation mode, so as to determine the most suitable operation mode for the project. Finally, using an example verifies the applicability and scientificityof the selection model,which can provide some help for the construction and development of a sponge city.
