“街长制”在创新城市治理体系中的作用分析

摘要
"街长制"是在改革倒逼城市治理体系建设中所产生的智慧创举。它的实施是充分贯彻习近平新时代中国特色社会主义思想、坚持在发展中保障和改善民生以及贯彻新的发展理念的生动体现。它有利于形成政府主导、社会调节、居民自治的良性互动格局,是社会治理专业化的表现。但当前街长制在实践中存在着思想认识、人才队伍、机制建设以及财力物力不足等问题。迫切需要通过建设高素质、专业化的人才队伍、打造智能化的工作平台、健全长效管理机制、广泛的群众参与以及夯实物质财力基础等措施实现"街长制"的长效运行。
"System of zoned street" is an ingenious creation in the construction of urban governing system. Its implementation is a vivid manifestation of fully implementing Xi Jinping thought on socialism with Chinese characteristics for a new era, ensuring and improving people's livelihood while pursuing development, and implementing the new development concept. It is conducive to forming a benign interactive pattern of government leading, social adjustment and residents' autonomy, and is the manifestation of specialization of social governance. However, there are some problems in the practice of system of zoned street, such as ideological understanding, talent team, mechanism construction and insufficient financial and material resources. It is urgent to realize the long-term operation of " system of zoned street " by constructing high-quality and professional talent team, creating intelligent working platform, improving long-term management mechanism, asking for extensive public participation and consolidating material and financial foundation.
