全过程工程咨询企业的培育研究

摘要
实行全过程工程咨询是社会经济持续高速增长后,社会分工发展、固定资产投资体制改革、接轨国际工程建设管理体制以及考虑建筑业产品自身固有特点的需要。培育一批高水平的全过程工程咨询企业成为促进我国建筑业持续健康发展的关键工作之一。全文在对我国工程咨询业发展现状分析的基础上,结合自身工作,在全过程工程咨询企业培育上位引导政策、培育来源方面进行了一定的探讨、研究,提出现阶段可依托具备代建资质的监理公司、工程设计单位重点发展一批全过程工程咨询企业,以"领头羊竞争"效应全面带动促进我国全过程工程咨询企业发展。
The whole process of engineering consultation is the need of considering the development of social division of labor, the reform of the fixed assets investment system, the management system of international engineering construction, and the characteristics construction industry itself after the rapid and sustained social and economic growth. Fostering a batch of high-level whole-process engineering consulting enterprises has become one of the key tasks to promoting the sustained and healthy development of China's construction industry. Based on the analysis of the current situation of engineering consulting industry in China and our own work, this article makes some researches on how to foster the whole process engineering consulting enterprises based on the study of the higher-level guiding policies and the sources of enterprises. A proposal was offered that relying on the supervision companies and engineering design institutes which have engaged in the agent construction to foster a batch of whole process consulting firms, which will promote the development of China's whole process engineering consulting enterprises with the "bellwether competition" effect at the present stage.
