林业标准质量评估研究

摘要
对林业标准的质量进行评估,可以掌握现行林业标准的质量,及时废除、修订或重新制定有关标准,保证标准质量并发挥标准的作用。文章概述了林业标准发展状况和质量存在的问题,包括标龄较大、相关标准之间内容重叠或矛盾、标准技术落后、标准适用性较差;认为标准质量内涵应包括标准文本结构的合理性、规范性,参数的科学性、先进性,目的性,利益的一致性,标准的适用性,协调性和经济性7个方面。总结评述了主要林业标准质量的评估方法和面临的主要问题,建议建立林业标准质量管理机制,系统研究国外标准质量评估的经验,构建我国林业标准质量评估理论与基本框架,并建立我国林业标准质量评估方法体系。
The assessment of the quality of forestry standards can capture the quality of current forestry standards, and abolish, revise or re-establish related standards in a timely manner to ensure the quality of the standards and fulfill their role. The paper outlined the problems in the development status and quality of forestry standards, including the age of the major, the overlapping or contradictory content between related standards, the backwardness of standard technologies, and the poor applicability of standards, and considered that the standard quality connotation including the rationality of the standard text structure, normative, scientific and advanced parameters, consistency of purpose,interest, standard applicability, coordination and economy, etc. The review summarized the assessment methods of major forestry standards quality and the main problems faced. It is proposed to establish a forestry standard quality management mechanism, systematically study the experience of foreign standard quality assessment, establish the the?ory and basic framework of China's forestry standard quality assessment, and establish a methodological system for as?sessing the quality of forestry standards in China.
