海南昌江核电厂应急辅助决策系统建设及应用

摘要
为了使应急响应情况下的信息收集及报送、响应行动决策等更加科学、高效,同时提高应急演习的实战性,保障核安全,海南昌江核电厂在充分吸收福岛核事故应急经验的基础上,综合利用已有应急软件系统,考虑积极兼容、功能实现等方面,开发建设了应急辅助决策系统。系统建设满足了可靠性、安全性、开放性、可扩展性、易用性等设计要求,采用科学合理的软件架构和硬件布置,解决了与事故后果评价系统、堆芯损伤评价系统、KRS系统等应急软件系统的接口问题,实现了应急信息数据集约化利用并在指挥部集成显示,通过将应急行动水平电子化及判断逻辑中的相关参数实时传输,实现应急状态辅助判断。在日常管理及应急演练中的应用实践表明,系统各项功能能够有效发挥作用。同时,根据实际应用经验,本文也提出了后续系统功能改进扩展的一些建议和方向。
        In order to make the emergency information collection, reportingand response decision more scientific and efficient, to improve the practicality of emergency drill, to ensure the nuclear safety, Hainan Changjiang nuclear power plant has developed the emergency auxiliary decision system, based on fully absorbing theexperience feedback of Fukushima nuclear accident, and by comprehensiveutilization of existing emergencysystem and takingcompatibility and functionimplementation into account. The system construction meets the design requirements such as security, openness,scalability,ease of use, etc. In use of scientific reasonable hardware architecture and software arrangement, the interface problem between accident consequence assessment system,core damage appraise system and the KRS, etc. solved. The intensified use and integrated display of emergency information are achieved. Viathe EAL computerized and real-time transmissionof the data in the judgment logic,theauxiliary judgment of emergency state is realized. In the daily management and emergency drills, practice shows thatthe system canplay an effective role. In addition, according to the experience of practical application,this paper also puts forward some suggestions for thesystemimprovement in the future.
