陕西农民专业合作社发展特征及其对策

摘要
根据实地调研,结合数据分析,陕西农民专业合作社发展中已经形成了总体规模不断扩大、合作模式日趋多元的良好局面,但也具有服务水平低、运行效率低、辐射带动作用弱等特征。分析发现,农民专业合作社主要面临人才和资金短缺、产业融合程度低、参与各方的利益联结不紧密等问题。提出了重视发展质量、提高服务水平,重视产业融合、增强带动实力,重视人才吸收、培育新型职业农民,重视分配机制、强化合作基础等进一步规范提升发展水平的对策。
According to the field investigation, combining with the data analysis, the development of Shaanxi farmers specialized cooperative has formed a good situation of increasing overall scale and diversified cooperation mode, but it also has the characteristics of low service level, low operating efficiency and weak radiation-driven function. The analysis found that the farmers specialized cooperatives mainly face problems such as shortage of talents and funds, low degree of industrial integration, and weak links of interests of participating parties. It puts forward countermeasures and suggestions that emphasize the quality of development, the improvement of service levels, the integration of industries, the enhancement of driving strength, the absorption of talents, the cultivation of new types of professional farmers, the emphasis on distribution mechanisms, and the strengthening of cooperation bases to further standardize the level of development.
