成都市耕地保护基金农户满意度影响机理研究

摘要
以成都市耕地保护基金作为耕地保护经济补偿的典型模式,运用296份问卷数据,系统分析了构成要素和农户特征对耕地保护经济补偿农户满意度的影响机理。结果表明:①耕地保护经济补偿农户的满意度受补偿机制构成要素和农户特征的双重影响;②将农户满意度的影响程度从大到小排序的耕地保护基金构成要素依次为补贴资金账务公开度、补贴资金监督管理力度、补贴依据、补贴资金使用要求、补贴资金分配比例、补贴方式和补贴标准;③农户的年龄、党员身份、家庭实际耕种面积、流转出耕地面积、农户对政策的了解度和政策价值性的认知均显著且正向影响成都市耕地保护基金的农户满意度,而家庭需抚养人数和承包地面积具有反向的显著性影响。
In-depth discussion on the influencing mechanism of farmers' satisfaction in economic compensation of cultivated land protection had important practical significance for improving the economic compensation mechanism of cultivated land protection. This paper took the cultivated land protection fund in Chengdu as a typical model for economic compensation of cultivated land protection,then,used 296 questionnaires which were from farmers surveyed in Chengdu to systematically analyze the influencing mechanism of farmers' satisfaction in economic compensation of cultivated land protection based on farmers' characteristics and the operating characteristics of economic compensation mechanisms of cultivated land protection. The results showed that:①The farmers' satisfaction in economic compensation of cultivated land protection was not only affected by the elements of compensation mechanism,but also by farmers' own characteristics.②We sorted the impact of the Chengdu cultivated land protection fund inscapes on the satisfaction of farmers from large to small. They were the farmers' satisfaction with open degree of accounts,farmers' satisfaction with governments' supervision and management to the subsidy funds,farmers' satisfaction with the subsidy basis,farmers' satisfaction with the requirements for the use of subsidy funds,farmers' satisfaction with the proportion of subsidy funds,farmers' satisfaction with the subsidy method,and farmers' satisfaction with the subsidy standard,respectively.③Farmers' age,party membership,actual farming areas,areas of cultivated land transferred,and farmers' understanding to the policy and its values had a significant positive affect to the farmers' satisfaction in Chengdu cultivated land protection fund,while the dependent population and the areas of contracted land had a significant negative effect.
