泉州市农村土地承包经营权流转现状及对策研究

摘要
采用调查研究的方法,对泉州市土地承包经营权的现状和问题进行分析,发现泉州市农村土地承包经营流转存在政府定位不准、流转程序不规范、中介组织不健全、承包地用于非农建设等问题,结合泉州市实际情况,提出推进土地承包经营权流转工作的对策措施。
The status and problems of land contract management right in Quanzhou City were analyzed through investigation.Some problems in the transferring of rural land contract management right were found,such as inappropriate positioning of local government,non-standard transferring procedures,irregular intermediary institutions,and the use of contracted land for non-agricultural construction.Based on the actual situation in Quanzhou City,the countermeasures to promote the transfer of land contractual management right were put forward.
