气候影响下城市水环境治理PPP模式补偿机制优化策略研究

摘要
城市水环境是城市居民生存的基础。但受气候影响,城市水环境问题凸显,其治理工作也面临挑战。由于PPP模式对解决城市水环境治理中的复杂问题具有较大优势,因而开始逐步被应用。但现有的城市水环境治理PPP模式还不成熟,仍存在很多问题,尤其是对社会力量的补偿激励机制还不够完善,所以很有必要优化城市水环境治理PPP模式补偿机制。为此,应从设置"基本标准"与"示范标准"、科学建构补偿机制激励模型、强化法律和制度保障、建立跨区域合作的补偿机制、拓展多样化的补偿方式等5方面来改善城市水环境治理PPP模式补偿机制。
The urban environment is the basis for the survival of urban residents.However,due to the impact of climate,urban water environment problems are highlighted and their treatment is also facing challenges.Because the advantages of PPP model were of great help to solve the complex problems of urban water environment treatment affected by climate,it has been gradually applied to it.However,there are still many problems in the current PPP model for urban water environment treatment,especially the compensation incentive mechanism for social forces is not perfect,so it is necessary to optimize the compensation mechanism of PPP model for urban water environment treatment.Therefore,we should improve the PPP compensation mechanism of urban water environment treatment by setting up "Basic standard" and "demonstrative standard",scientifically constructing incentive model of compensation mechanism,strengthening legal and institutional guarantee,establishing compensation mechanism of cross-regional cooperation,and expanding diversified compensation methods.
