雄安新区传统产业的功能定位与转型升级

摘要
在雄安新区战略定位和现有产业分类识别的基础上,探索充分发挥市场作用、更好发挥政府作用的传统产业跨越式发展的转型升级路径。雄安新区传统产业的转型升级思路是:发挥以技术创新和质量品牌为抓手的创新引领,寻求高质量发展;借助互联网和大数据等信息技术手段,推动流程再造和渠道转型;加强节能环保和生态建设,实现绿色低碳可持续发展。其可行路径是:加快组织形态调整和变革,构建与总体战略定位相匹配的现代产业组织体系;加大研发创新投入,搭建有利于培育更具创新活力市场主体的创新网络;提高服务型制造和生产性服务业比重,强化协同制造,推动传统产业价值链迈向中高端;加快新型城镇化建设,倡导绿色生态社区,根据功能定位有机整合特色产业,建设一批保护传统特色产业和充分吸纳就业的特色小镇。
Based on the strategic positioning of Xiongan New Area and the classification and identification of existing industries, this paper explores the transformation and upgrading path of leapfrog development of traditional industries, which can give full play to the role of the market and better play the role of the government. The transformation and upgrading ideas of the traditional industries in Xiongan New Area are: to give full play to the innovation leading by technological innovation and quality brand, and to seek high-quality development; to promote process reengineering and channel transformation by means of information technology such as internet and big data; to strengthen energy conservation, environmental protection and ecological construction, and to achieve green, low-carbon sustainable development. The feasible ways are as follows: to speed up the adjustment and transformation of organizational form, and build a modern industrial organizational system matching the overall strategic positioning; to increase R&D investment in innovation, and build an innovative network conducive to fostering more innovative market players; to increase the proportion of service-oriented manufacturing and productive services, strengthen collaborative manufacturing, and promote the traditional industrial value chain to the middle and high end;to accelerate the construction of new urbanization, advocate green ecological community, organically integrate characteristic industries according to the functional orientation, and build a number of small towns with characteristics to protect traditional characteristic industries and fully absorb employment.
