欧美农业绿色发展政策工具的应用及其启示

摘要
以农业绿色发展内涵为切入点,从提高经济效率、改善环境效率两方面介绍了农业绿色发展政策工具,并分析了欧美国家农业绿色发展在资源环境、绿色补贴及资源节约等方面的政策工具应用。提出要加强农业绿色技术创新、完善农业环境法制建设、加快农业绿色补贴政策改革及构建农业资源节约长效机制,以期更好地推动我国农业绿色发展。
Based on the connotation of green growth of agriculture,we introduced policy instruments for green growth of agriculture which could improve economic efficiency or environmental efficiency,and analyzed the application of policy instruments on the resource and environment,green subsidies and resource conservation of green agricultural development in Europe and America.In order to further promote the green growth of agriculture,it is necessary to strengthen agricultural green technology innovation,improve the construction of agricultural environmental legal system,accelerate the reform on agricultural green subsidy policy and build a long-term mechanism for agricultural resource conservation.
