青岛城市创新能力与制约因素分析

摘要
基于《中国创新城市评价报告》近三年的评价结果,综合分析了青岛在国内20个城市的创新能力排名,并通过其评价指标体系分析影响青岛评价结果的重要指标,得到以下结论:青岛创新能力水平居于同类城市第二集团,制约创新能力提升的首要因素是产业创新能力不强,其次是创新人力资源不足,此外,政府创新投入偏低和企业技术创新投入水平不高也是重要制约因素。最后针对如何突破上述制约因素提出了对策建议。
Based on the results of Report On Evaluation of China Innovation Cities,the Innovation ability and the important indicators of Qingdao in the 20 cities is analyzed,the following conclusions is obtained:The level of Qingdao innovation ability is in the second group of 20 similar cities.The primary factor restricting the improvement of innovation capability is the lack of industrial innovation capability,followed by the lack of innovative human resources.In addition,the low investment in government innovation and the low level of investment in technological innovation are also important constraints.Finally,the countermeasures and suggestions for how to break through the above constraints are put forward.
