中国与“一带一路”沿线国家贸易活动中的标准化问题研究:基于茶叶出口的实证分析

摘要
贸易畅通是推进"一带一路"建设的重要内容。中国与"一带一路"沿线国家的文化、经济和技术水平差距较大,面临着标准化发展水平参差不齐、合格评定复杂、技术性贸易措施日益频繁等问题。以技术性贸易措施对中国茶叶出口影响的实证分析表明,技术性贸易措施对中国茶叶出口具有很显著的消极影响,这意味着进口国技术性贸易措施发布得越多,标准的变化也越频繁,对中国茶叶出口的阻力就越大。因此,政府层面,应制定标准化合作框架协定,搭建标准化交流机制,加强标准、技术性贸易措施信息平台的服务能力建设,深化标准化互利合作,积极推进标准认证认可;行业协会层面,发挥行业协会的技术支撑作用,合作开展重点行业的TBT/SPS通报预警工作,开展重点行业或领域的标准互译和出版;企业层面,掌握标准话语权,以中国标准"走出去"带动产业链相关产品贸易,加强企业标准化的建设和合作。
An empirical study on tea export data and SPS data from UN COMTRADE and WTO in 2011-2017 is conducted based on a gravity model for the purpose of valuing the impact of standard on China?s tea exports. The results show that SPS imposed by importing countries have significantly negative effect on China?s tea exports to the "Belt and Road" countries. Governments should work for standardization of trade by reaching agreements and improving communication mechanisms, and industries and enterprises should cooperate to make use of technology in standardization of trade. Finally, this paper puts forward some suggestions.
