基于BPR的计量管理信息系统研究

摘要
当今世界已经进入到知识经济的时代,以信息技术的应用、经济全球化、消费者需求多样化、网络技术为新的时代特征的知识经济环境,使得传统的制造企业面临着更多的机遇与挑战。在这种情况下,将先进的信息技术和业务流程重组管理思想综合应用于制造业,以达到提高制造企业竞争力的目的,是发展制造业的一种新思路新方法。本文就是依据这个中心思想展开研究的。
     文章以国内某大型航空制造企业计量检测中心为依托单位,系统地研究了先进的业务流程重组(Business Process Reengineering,BPR)管理思想与信息技术(Information Technology,IT)相结合的必然性、业务流程评估、基于BPR的计量管理信息系统设计开发等问题。
     本文的主要研究内容包括:
     1.研究了BPR和信息技术之间的关系
     本文分析了BPR和信息技术之间的相互关系,从信息技术驱动BPR、BPR推进企业信息化、业务流程重组与企业信息化相辅相成三方面进行了阐述,并深入介绍了管理信息系统(Management Information System,MIS)和电子商务(Electrical Commerce,EC)在BPR中的应用。
     2.探索了业务流程评估方法
     针对BPR中一个重要的研究内容——流程评估问题,本文提出了一种综合了网络分析法(Analytic Network Process,ANP)和数据包络分析(Data
     Envelopment Analysis,DEA)方法的ANP-DEA模型框架。该模型将网络分析法的思想应用到DEA相对有效性评价中去,使DEA评估的客观分析与ANP的主观分析相结合,从而使DEA方法更适合于实际。文中应用ANP-DEA模型对计量业务流程进行了分析评估,并从大量候选流程中选出了符合计量检测中心发展战略的重组流程——计量检定流程,从而验证了模型的有效性和实用性。
     3.实现了基于BPR的计量管理信息系统
     在对计量检定业务流程进行重组的基础上,开发了成飞计量管理信息系统。本文从计量管理信息化和网络化发展要求出发,构建了基于客户机/服务器(Client/Server,C/S)和浏览器/服务器(Browse/Server,B/S)混合模式的计量管理信息系统。该系统实现了计量器具管理、计量检定管理,计量信息发布等功能的集成。通过对计量管理的计算机控制和利用网络传递各种计量信息,实现了计量管理的标准化和计量信息的无纸化传递。
Today, traditional manufacturing companies face severe competitive challenges. Stronger and more sophisticated customer demands, increasing competitive pressure, and the ever-changing market environment are forcing manufacturing companies to rethink the way they perform operations. One modern strategy is information technology and business process reengineering (BPR), which is just the research content in this paper.
    The research was explored in the metrology division of an aircraft manufacturing company. The inevitability of integrating BPR and IT, business process evaluation and developing BPR-based metrology management information system were systemically explored in the paper.
    The main content includes:
    1. the Perfect Integration between BPR and Information Techonogy The article analysed the interdependent relation between BPR and IT. The
    relation was demonstrated from three aspects, includes IT driving BPR, BPR promoting the implement of enterprise information system, and the integration between IT and BPR. Also the article discussed the application chances of Management Information System and Electrical Commerce in BPR effort.
    2. A Synergistic Framework for Evaluating Business Process Process evaluation problem is an important research content in BPR. The article
    synthesized analytic network process (ANP) and data envelopment analysis (DEA) operational muli-objective decision-making methods, and proposed an innovational ANP-DEA framework, which was applied into process evaluation. These two techniques, when used together, can provide subjective and objective evaluation for managerial makers. The feasibility and practicability of the framework were validated through its application in practical metrology business processes. Actually, the framework helped to find out the process to be reengineered from many candidate processes.
    3. BPR-based Metrology Management Information System
    At the base of reengineering metrology processes, the paper developed a web-based metrology management information system which adopted an integrated Client/Server and Browse/Server model to construct. The metrology management information system helped to realized the standardization of metrology management
    
    
    
    and paperless information transfer inside the metrology department as well as the information intercommunion between metrology department and other manufacture workshops.
