摘要
中印跨境水资源既是我国跨境水资源的重要组成部分,又是我国与周边邻国跨境水合作的重点。近年来,尽管中印已在水文报汛、专家级机制、应急事件等方面取得了一定的进展,但两国跨境水互动与合作面临着政治互信的脆弱性、用水权益的对立性、领土争端的制约性、国际法治的失衡性等障碍。夯实双边政治互信基础,促进双方良性互动;借鉴域外河流管理实践,完善双边管理体制;推进双边领土谈判进程,强化谈判顶层设计等是未来推进中印跨境水合作的重要策略。
        The Sino-India trans-border water resources were not only an important part of China' s trans-border water resources,but also was the focus of trans-border water resources cooperation between China and its neighboring countries. In recent years,although China and India made certain progress in hydrological reporting,expert-level mechanisms,and emergency events,the trans-border water resources interaction and cooperation between the two countries was facing the vulnerability of political mutual trust,the opposition of water rights,the constraints of territorial disputes and the imbalance of the international water law. In the future,strengthening the foundation of mutual political trust and promoting the positive interaction between the parties,learning from the other practice of managing rivers and improving the bilateral management system,promoting the process of bilateral territorial negotiations,strengthening the top-level design of trans-border water resources and border negotiations,etc were an important tactics for promoting cooperation on the Sino-India trans-border water resources.
