大数据背景下反恐合成作战模式探究与完善——以Z市公安机关合成作战中心为例

摘要
[目的/意义]旨在探索与完善反恐合成作战模式,突破公安传统手段和机制的束缚,加强公安机关预防、打击、管控恐怖活动的水平和能力。[方法/过程]按照"真建设、真合成、真规范、实进展、实效果"的指示要求,以"多警种合作、全手段应用、全局性服务"为思路,对Z市公安机关合成作战中心整体建设和运行情况进行调研和完善。[结果/结论]目前该模式仍然处在探索完善阶段,在资源整合、人才培养、运行机制、保障措施等方面存在问题,需要通过打破警种"壁垒"、强化基础工作、建立培训体系等措施进行完善。
[Purpose/significance] The paper is to explore and improve anti-terrorism synthesis combat modes,break the shackles of traditional public security measures and mechanisms,and strengthen the level and ability of public security agencies to prevent,combat,and control terrorist activities.[Method/process] According to the requirements of "True construction,true synthesis,true standardization,real progress,and effective results",with the idea of "multi-policy cooperation,full-scale application,and overall service",the overall construction and operation of the integrated combat center in public security department in Z City was investigated and improved.[Result/conclusion] It is found that the model is still in the stage of exploration and improvement,and there are prob lems in resource integration,talents training,operational mechanisms,and safeguard measures.It is necessary to break the "barriers" of police types,strengthen basic work,and establish training systems and so on to improve it.
