合作治理视域下的高校治理现代化研究

摘要
适逢加速"双一流"建设的时代背景,完善高校治理结构、优化高校治理,已经成为发展高等教育和确保教育质量的重要命题。该文在理清促进高校治理现代化的战略价值,以及审视高校治理实践情况的基础上,总结了当前高校面临的以治理结构亟待完善为核心特征的治理困局。进而通过对高校治理权力现状的深度剖析,直接指出:治理权力有失均衡是导致高校治理困局的主要病因,既表现为高校行政管理权力的相对强劲,以及学术指导权力存在的失控风险,也表现为学生参与权力的整体弱小和社会监管权力的明显缺位。为此,应该承认和明确多元治理主体角色,并通过科学分配高校治理资源、发挥学生群体参与作用和推进高校治理的监督评估等途径,以合作治理机制促进高校治理现代化。
It is an important proposition for the development of higher education and to ensure the quality of education to improve the structure of university governance and optimize the work of university governance at the time of accelerating the construction of "two first-class" construction. On the basis of clarifying the strategic value of university governance and examining the practice of university governance, this paper sums up the governance predicament that the current universities are facing in order to improve the governance structure as the core characteristics. Furthermore, through the in-depth analysis of the status quo of university governance power,it is pointed out directly that the disequilibrium of governance power is the main cause of the difficulties in the governance of universities, which not only shows the relative strength of the administrative power of universities, but also the risk of losing control of the academic guidance power, as well as the overall weakness and society of the students' participation in power. Therefore, we should recognize and clarify the role of the multi-governance subject, and promote the modernization of university governance through the cooperative governance mechanism,the scientific allocation of university governance resources, the role of student group participation, and the promotion of supervision and evaluation of university governance.
