多方合力妥善解决煤炭“去产能”后续问题——以河北省为例

近年来,河北省强力落实化解煤炭过剩产能工作,超额完成了2016-2017年的"去产能"任务。然而,伴随着煤炭产能的退出,产生的债务处置、人员安置、转型升级等后续问题也在逐步累积凸现,迫切需要多方努力,多措并举,在充分发挥企业主体作用的前提下,通过强化中央与地方政府统筹协调与指导、建立健全"去产能"政策支撑体系、深化国有企业体制机制改革等措施,妥善解决河北煤炭"去产能"后续问题,稳步推进供给侧结构性改革,有力支撑我国高质量发展。
In recent years,Hebei Province has vigorously implemented the work of eliminating the excess coal capacity,and over-fulfilled the task of "de-productivity" from 2016 to 2017.However,with the withdrawal of coal production capacity,the subsequent problems such as debt disposal,worker relocation,transformation and upgrading were gradually accumulating and highlighting.It is urgent to make efforts and take various measures simultaneously.On the premise of giving full play to the role of enterprises as the main body,we should strengthen the overall coordination and guidance between central and local governments,establish and improve the policy support system of " de-productivity" and deepen the state-owned enterprises revolution.Measures such as system and mechanism reform should properly solve the follow-up problem of coal "de-productivity" in Hebei Province,steadily promote the structural reform of the supply side,and strongly support the high-quality development of China.
