雄安新区水安全治理重点领域与关键举措

摘要
水安全在雄安新区具有重要战略地位和作用,科学构建与新区发展定位和目标相匹配的水安全治理体系至关重要。为此,一要坚持调水与节水并重,构建供给可靠、利用高效的水资源保障体系;二要坚持减排与治污并重,建立涵盖源头减污—处理回用—末端治理全过程的水环境治理体系;三要坚持生态与活水并重,构建以良好水生态系统为基石的生态景观格局;四要坚持城镇布局与防洪排涝并重,打造以河道堤防为基础、大型水库为骨干、蓄滞洪区为依托的防洪排涝工程体系;五要坚持制度创新与能力建设并重,建立健全水安全治理的内生动力机制;六要坚持顶层设计与持续升级并重,在保持水安全治理连续性的同时,不断提档升级。
Water security is of strategic importance to Xiongan New District. It is crucial of specifying the position of new district and creating a water safety management system in line with objectives. Firstly, equal emphasis should be placed on both water diversion and conservation for creating a reliable and effective water resources safeguarding system. Secondly, equal emphasis should be placed on reduction and control of pollution discharge and form a mechanism that covers the source-reuse-end treatment. Thirdly, equal emphasis should be placed on ecology and flowing water for a landscape with good water ecosystem. Fourthly, equal emphasis should be placed on city planning and flood drainage with an engineering system formed by levees, large reservoirs and flood retention zones. Fifthly,equal emphasis should be placed innovation and capacity building. Sixthly, equal emphasis should be placed top-layer design and continuous upgrading.
