河北省煤炭行业“去产能”后续问题研究

摘要
河北省强力推进煤炭"去产能",是切实落实国家供给侧结构性改革和能源革命战略的具体体现。通过描述去产能的背景和意义,分析河北省推进去产能的工作进展情况和取得的成就,研究当前面临的三大突出性问题,包括存量债务处置、职工分流安置、转型升级,提出化解煤炭过剩产能的后续措施,为全国尤其中东部煤炭资源城市(区域)的转型提供可复制经验,进一步推进煤炭行业高质量发展。
Hebei's strong promotion of coal "de-capacity"is a concrete manifestation of the implementation of the national supply-side structural reform and energy revolution strategy. By describing the background and significance of de-capacity,this paper analyzed the progress and achievements of Hebei province in promoting de-capacity,and studied the three prominent problems currently facing,including stock debt disposal,staff diversion and resettlement,transformation and upgrading,and puts forward follow-up measures to resolve the excess capacity of coal,which provided replicable experience for the transformation of coal resource cities(regions) in the central and eastern regions of China. Experience will further promote the high-quality development of the coal industry.
