医院信息化评价发展的国际经验与建议

摘要
本文基于文献研究的方法,从评价主体与对象、评价方法和内容、评价结果等方面总结了美国、加拿大和德国典型的医院信息化评价体系,并介绍了我国应用范围较广的医院信息化评价体系。通过与国外信息化发展的横向与纵向对比,发现了我国在医院信息化建设中的不足,主要体现在重视信息化建设和技术应用的专项评价,缺少可操作性强的综合评价指标体系。因此,要充分借鉴医院信息化评价发展的国际经验,注重专项评价与综合评价相互补充、理论研究与实证研究相互结合,为构建我国医院信息化发展水平综合评价体系奠定基础。
Based on literature research,we summarized the typical evaluation systems of hospital informatization in the United States,Canada and Germany from the evaluation subject and object,methods,contents and results. We also introduced the evaluation system of hospital informatization with wide-range application in China. With horizontal and vertical comparisons of informatization evaluation development with foreign countries,we found some shortcomings of hospital informatization in China reflected in special evaluation of information construction and technology application,which showed the lack of comprehensive evaluation index system with strong operability. Therefore,we must fully absorb international experience of evaluation on informatization development,focus on the complement of special evaluation and comprehensive evaluation,and the combination of theoretical research and empirical research so as to lay the foundation for constructing the comprehensive evaluation system of hospital informatization development in China.
