大数据时代“智慧公安”建设的实践与思考

摘要
随着大数据时代来临,中山市公安局积极顺应科技信息发展趋势,提出了"智慧公安"建设思路,设计了"一个智慧大脑、两大骨干支撑、五大警务应用平台"的"智慧公安"建设总体架构,大力推进了"五智五精"建设(推进智情预警,实现精密维稳;推进智感防控,实现精确防范;推进智侦合成,实现精准打击;推进智服惠民,实现精心服务;推进智管强警,实现精细管理),取得了初步成效。在总结实践探索的经验做法、分析面临形势和存在瓶颈的基础上,提出加强和改进的工作思路,将紧紧围绕提升公安机关核心战斗力,继续深化"智慧公安"建设,树立"数据为王"意识,推动信息化警务向智能化警务转变、后知型警务向先觉型警务转变、粗放型警务向精细化警务转变,实现警务模式的创新变革。
With the advent of the era of big data, the Zhongshan Public Security Bureau actively complied with the development trend of scientific and technological information, put forward the construction idea of "smart public security", designed the overall structure that is "a smart brain, two backbone support, and five major police application platforms", vigorously promoted the construction of"five wisdoms and five fines"(promoting intellectual early warning, achieving precise stability;promoting intellectual defense prevention and control, achieving precise prevention;promoting intellectual investigation and synthesis, achieving precision strikes;promoting intelligent service to the people and achieving meticulous service;promoting smart management and achieving fine management),and achieved initial results. On the basis of summarizing the experience of practice exploration,analyzing the situation and difficulties, to put forward the work ideas of strengthening and improving,we will focus on improving the core combat effectiveness of public security organs, continue to deepen the construction of "smart public security", and establish the idea of "data is key", promote the transformation from information-based policing to intelligent policing, from the post-knowledge policing to the pre-emptive policing, from the extensive policing to the refined policing, and realize the innovative reform of the policing mode.
