民生问题倒逼改革发展的机制探析

摘要
民生问题对改革发展具有双重效应,一方面,大量民生问题的存在,会对改革发展产生一定程度的负面效应;另一方面,民生问题的倒逼,在一定条件下也会成为推动改革发展的积极力量。在新时代全面深化改革的语境下,正确发挥民生问题倒逼改革发展的积极作用具有重要意义。民生问题的制度化解决,有利于提高社会公正程度;民生问题的恶化升级,可以为新的阶层和利益结构的形成提供契机;民生问题的及时有效解决,能够促进相关制度的创新与发展。然而,不是所有的民生问题都能推动改革发展,充分发挥民生问题倒逼改革发展的积极功能,需要一定的前提条件:民生问题的相关方需要保持理性认知状态;绝大多数民众对未来前景持积极乐观态度;执政党和政府需要在适当时机制定并实施反映民意和时代潮流的民生政策措施。
People's livelihood problems have a dual effect on reform and development. On the one hand,the existence of a large number of people's livelihood problems will have a certain degree of negative effects on reform and development; on the other hand,people's livelihood problems will also play a positive role in promoting reform and development. In the context of comprehensively deepening reforms in the new era,it is of great significance to correctly play the positive role of people's livelihood problems in forcing reform and development. The institutionalized solution to people's livelihood problems is conducive to improving the level of social justice; the deterioration of people's livelihood problems can provide an opportunity for the formation of a new class and interest structure; the timely and effective resolution of people's livelihood problems can promote the innovation and development of relevant systems. However,not all people's livelihood problems can promote reform and development. To give full play to the positive functions of people's livelihood problems in forcing reform and development requires certain preconditions: the relevant parties to people's livelihood problems need to maintain a rational cognitive state; the vast majority of the people are positive and optimistic about the future; the ruling party and the government need to formulate and implement policies and measures that reflect public opinion and the trend of the times at the appropriate time.
