政社合作供给公共图书馆服务的动力机制研究

摘要
政府和社会力量合作供给公共图书馆服务已经成为政府转变职能和创新公共文化服务供给方式的有效途径。目前我国地方政府和社会力量合作供给公共图书馆服务的动力为国家政策驱动、财政压力驱动、政府职能转变驱动以及社会需求驱动四方面,政社合作供给公共图书馆服务动力机制存在的问题主要是服务创新动力不足、多元合作协调性差、绩效考评机制有失公正、保障机制不完善。在国家深化文化体制改革的背景下,建立奖惩机制,明确利益分配;加强统筹协调,建立沟通平台;减少微观干预,推行管评分离;健全制度保障体系,重视对社会力量的培育,是完善政社合作供给公共图书馆服务动力机制的有效措施。
It has become an effective way for the government transforming function and innovating public cultural service supply mode to collaborate between the government and social forces in public library service supply. At present, the motivation includes mainly national policy,financial pressure, government function transformation and social demand. Problems are insufficient motivation of service innovation, poor coordination of multi-cooperation, unfair performance evaluation mechanism and imperfect guarantee mechanism. With the national deepening cultural system reform, effective measures to improve the motivation between the government and social forces in public service supply are as follows: establishing a reward system to secure benefit distribution, coordinately constructing the communication platform, separating management from evaluation, perfecting institutional security and attaching importance to the cultivation of social forces.
