摘要

贵州乌蒙山少数民族地区作为重点贫困区,贫困程度深,贫困面广量大。要打赢这场脱贫攻坚战,关键在于加强片区人力资源开发力度,提高贫困户自身的"造血能力"。基于人力资本理论,结合片区人力资源开发现状及扶贫攻坚的长短期目标,从内容和途径上提出了相应的对策和建议。
        The minority area of Guizhou Wumeng Mountain is a key poverty-stricken area,with a high level of poverty and a wide range of poverty. To win the battle against poverty, the key lies in strengthening the development of human resources and improving the "hematopoietic capacity" of the poor households themselves. Based on the theory of human capital, Combined with the current situation of human resources development and the long-term and short-term goals of poverty alleviation, the paper puts forward corresponding countermeasures and suggestions from the content and ways.
