新型城镇化的农村贫困减缓:空间重构、效应测度及策略优化

摘要
新型城镇化有助于激发城乡发展活力和加速城乡一体化进程,更为新时期贫困地区减贫脱贫提供了重要途径。基于重构新型工农城乡关系的时代背景,系统分析新型城镇化之于农村贫困减缓的"空间重构减贫"作用机制,并以大兴安岭南麓山区、罗霄山区、乌蒙山区三个片区作为样本区域,测度新型城镇化对于片区农村贫困的减缓效应,探寻关键影响因素,并从居民参与、产业关联、社区管理、市场融合、扶贫开发体制改革五个领域开展片区"益贫性"城镇化发展策略优化,以期提高连片特困区减贫工作效率与区域发展质量。
Based on the background of reconstructing the new urban-rural relationship between workers and peasants,this paper systematically analyzes the mechanism of "spatial reconstruction and poverty alleviation"of new urbanization in rural poverty alleviation. Taking the southern foot of the Greater Xing'an Mountain,the Luoxiao Mountainous area,and the Wumeng Mountainous area as the sample area,it measures the mitigating effect of new urbanization on rural poverty in the districts,and explores the key influencing factors. It then provides the suggestion of optimizing the strategy of pro-poor urbanization development from the five aspects of residents 'participation,industrial linkage,community management,market integration,and the reform of poverty alleviation and development system,in order to improve the efficiency of poverty reduction work and the quality of regional development in contiguous destitute areas.
