协同治理视域下京津冀雾霾治理联动机制研究

摘要
京津冀雾霾治理是京津冀协同发展过程中面临的一个重大问题,2017年"大气十条"确定的目标如期实现,大气污染防治的新机制基本形成,2018年提出了打赢蓝天保卫战的目标,对雾霾治理提出了新要求。在雾霾治理过程中,打破只能"等风来"的困境,需要通过各级政府部门、各相关企业和广大公众的力量来共同努力。从协同治理的理论视角分析京津冀雾霾治理区域联动机制的成效,找出其中存在的问题,进而给出应对之策。
        Smog Management in Beijing-Tianjin-Hebei area is a major problem in the process of coordinated development in Beijing-Tianjin-Hebei Area. The goal set by the"Ten Atmosphere Rules"in 2017 was achieved as scheduled,and a new mechanism for preventing and controlling air pollution was basically formed.In 2018,proposed the goal of winning the battle of blue sky,new requirements are put forward for smog management. In the process of smog management,breaking the dilemma of"waiting for the wind"requires joint efforts by government departments at all levels,relevant enterprises and the general public. From the perspective of collaborative governance,this paper analyzes the effectiveness of regional linkages mechanisms of smog management in Beijing-Tianjin-Hebei area,finds out problems existed,and gives some countermeasures.
