行为侦查学视域下的大数据侦查体系构建——以南宁市打击犯罪机制改革为例

摘要
打击刑事犯罪机制改革需要借助大数据技术,构建起以行为侦查学为理论基础的大数据侦查体系。南宁市在大数据侦查体系构建实践中,将大数据、云研判、人工智能等新技术融入刑侦工作,创新了全息数据采集、案件分类研判、两级平台联动等工作模式,建立起以大数据作战中心为"大脑中枢"的刑侦工作新架构并取得良好效果。但仍需解决研判队伍建设、重点类型案件研判能力以及体系融合优化等问题,以使改革取得更大成效。
Crime fighting system reform calls for construction of big data technology-aided investigation system on the basis of investigation theory. In the practice of big data investigation system construction in Nanning, big data,cloud-based research judgement and artificial intelligence are integrated into investigation, innovating the work models of holographic data acquisition, case classification-based research judgement and two-level platform linkage,connstructing the new architecture of investigation with big data tactical operations center as the brain center and resulting in good effects. However, efforts need to be made to work out the probloms in construction of research judgement team, capacity to study and judge key types of cases, and system integration and optimization with a view to achieving greater effects in crime fighting system reform.

(1)在公安机关侦查实践中,把各类案件信息,如作案手法、时间、特征等进行标准化设定于公安机关案件信息系统中,并要求在案件录入时按照标准化规范录入案件信息系统。该做法为案件破案和侦查信息统计、公安机关信息化建设奠定数据基础。

(2)“两升两降”是指公安部对全国公安机关打击治理电信网络诈骗新型违法犯罪工作的总体要求,即抓获违法犯罪嫌疑人数量明显上升、破案数明显上升、发案数明显下降、人民群众财产损失明显下降。
