摘要
统计分析显示,辽宁省高端装备制造业与人力资源两变量存在显著相关性,在装备制造业总产值达到2.5万亿元(临界值区间为0.13-2.5万亿元)之前,辽宁省高端装备制造业仍然可以依靠人力资源数量的增加来促进行业的发展。目前,辽宁省支持高端装备制造业发展的人力资源开发政策存在以下问题:一是人才引进政策落实不到位,招才引智环境配套不足;二是薪酬待遇横向对比差距明显,行业人才"净流出"现象严重;三是科研人员缺乏自主权,科研经费要层层审批;四是企业缺乏人才开发与培训专项资金,财政引导基金不足;五是缺乏装备制造业研究机构;六是装备制造业国企人力资源管理落后。因此,政府、企业和教育机构应相互配合,协同发力,综合支撑辽宁省高端装备制造业的人力资源开发。
Statistical analysis shows that there is a significant correlation between the two variables of high-end equipment manufacturing industry and human resources in Liaoning province. Before the total output value of the equipment manufacturing industry reaches 2.5 trillion Yuan(the critical value range is 0.13-2.5 trillion Yuan),the high-end equipment manufacturing industry in Liaoning province can still rely on the increase of human resources to promote the development of the industry. At present,Liaoning province's human resource development policies supporting the development of high-end equipment manufacturing industry have the following problems: First,the policy implementation of talent introduction is not in place,which has caused insufficient supporting environment for talent introduction. Second,the horizontal pay gap is obvious,and industry talent"net outflow"phenomenon is serious.Third,researchers lack autonomy,scientific research funds to layers of approval. Fourth,enterprises lack special funds for talent development and training,and insufficient financial guidance funds. Fifth,equipment manufacturing research institutions are insufficient. Sixth,the human resource management of equipment manufacturing enterprises is backward. Therefore,the government,enterprises and educational institutions should cooperate with each other and make concerted efforts to comprehensively support the human resource development of high-end equipment manufacturing industry in Liaoning province.
