实战、理论、改革:中国刑事侦查现状与发展趋势——新时代刑事侦查改革理论与实务热点问题研讨会综述

2018年12月8日至9日,新时代刑事侦查改革理论与实务热点问题研讨会暨中国行为法学会侦查学分会第十次全国学术研讨会在安徽省芜湖市举行。研讨会议程涵盖侦查办案质量提升、非接触性犯罪侦查与治理、命案侦办、刑事侦查前沿四大版块。通过结合当前刑事侦查学术研究和警务实战案例的调研和文献研究,并对研讨会专题报告的梳理分析,此次研讨会呈现出以审判为中心的侦查办案质量提升、非接触性犯罪催生刑事侦查工作新机制、大数据条件下侦查模式的创新变革,并在此基础之上展望了新时代背景下侦查治理的发展趋势。
On December 7 to 9, 2018, the seminar on the hot issues of theories and practice of criminal investigation reform in the new era and the Tenth National Academic Seminar of the Investigation Society of Chinese Behavior Law Society were held in Wuhu, Anhui Province. The three-day agenda covered four sections: improving the quality of investigation and handling cases, investigating and managing non-contact crimes, homicide investigation and criminal investigation frontier. By combining and analyzing the special reports of the seminar, integrating with the current academic research of criminal investigation and the literature on police practical combat cases, this paper presents the improvement of the quality of criminal investigation and case handling emphasized on trial, the new mechanism of criminal investigation caused by non-contact crime, and the innovation of investigation mode under the condition of big data. It also looks forward to the development trends of investigation and governance in the new era.
