中国共产党的群众路线:革命理论、决策方式、治理模式、民主形式

摘要
中国共产党创立的群众路线是马克思主义中国化的重要理论成果。群众路线是中国特色的革命理论,中国共产党通过群众路线把社会资源整合起来,从而取得了革命的胜利;是中国特色的决策方式,通过领导干部和人民群众的互动形成共识和妥协方案,从而做出正确的政治决策;是中国特色的治理模式,通过党的领导和人民参与的结合以实现有效的治理;也是中国特色的民主形式,其要义在于监督、参与、宽容和回应。群众路线是党在革命年代逐渐形成的光荣传统,在新时代仍具有重要价值。把群众路线与推进国家治理体系和治理能力现代化有效衔接,必将在新时代焕发新的活力。
The mass line is an important theoretical achievement in the sinicization of Marxism. It is a revolutionary theory with Chinese characteristics,through which the Communist Party of China has integrated various social resources and achieved revolutionary victories; it is a decision-making mode with Chinese characteristics,with the leading cadres interacting with the masses to reach consensuses,compromises,and correct political decisions; it is a governance model with Chinese characteristics,with the combination of Party leadership and participation of the people to achieve effective administration;it is also a democratic system with Chinese characteristics,the essence of which lies in supervision,participation,inclusiveness and responsiveness. The mass line is a glorious tradition gradually formed by the Party in the revolutionary years,which still has important values in the new era. It will be revitalized in the new era when effectively linked with the modernization of the national governance system and of the governing capability.
