黄土高原沟壑区农村饮水安全工作的难点与措施——以甘肃省环县为例

甘肃省环县是典型的黄土高原沟壑区,受山大沟深的地形条件限制,农村饮水安全工程建设、运行管理难度大,效益难以发挥。从发展历程、工程建设、运行管理和群众用水观念等方面分析了环县农村饮水安全工作中存在的主要问题,认为管理机构不健全、管理措施不到位、管理责任不落实是影响当前脱贫攻坚农村饮水安全长效运行的最大难题,并提出了对策和建议。
In the gully region on the Loess Plateau where Huanxian County of Gansu Province is located, there have been many difficulties in the construction and operation of rural safe drinking water provision facilities that have depreciated the benefits of the project. Main issues associated with safe drinking water supply are evaluated from the respects of development history, project construction, operation and management and attitudes of water users. It is found that imperfection of managerial institutions, lacking of effective measures and accountability are the main challenges encountered by long-term operation of the project and poverty alleviation. Then, measures and suggestions are provided accordingly.
