公安情报生态系统的构建初探

摘要
长期以来,公安情报工作为维护国家总体安全和社会整体稳定发挥了重要作用,但面对错综复杂的国际国内形势带来的风险和挑战,尚亟须提高情报应对能力。为此,应以习近平新时代中国特色社会主义思想和总体国家安全观为指导,不断致力于公安情报理论和实践创新。针对公安情报工作存在的一些体制性、机制性、能力性短板和不适应,可以生态学理论为借鉴,探索构建信息技术与人工互结、科技与传统互融、外网与内网互通、情报环境与情报机构互契的公安情报生态系统。
Public security information work has played an important role in maintaining social stability and national overall security for a long time. However, it is imperative for us to enhance intelligence response capabilities in the face of risks and challenges posed by the complex international and domestic situation. To this end, theory and practice should be kept innovating in accordance with Xi jinping's overall national security concept and the thought on political and law of socialism with Chinese characteristics for a new era. With reference to the ecological theory, public security information ecosystem should be developed, exploring integration of information technology with people, tradition with science and technology, internal and external networks, and intelligence agencies with intelligence environment.
