J省公办普通高中办学成本构成研究

摘要
我国目前实行九年制义务教育。高中阶段属于非义务教育阶段,实行国家、社会、家庭分担教育成本的体制。本文旨在梳理J省公办普通高中办学成本项目构成,并对办学成本经费不足的原因进行分析,同时提出相应的解决策略。如明确不应纳入办学成本的项目;依法制定《J省普通高中办学条件标准》;加大财政投入并建立生均经费保障制度;提高学杂费标准以减轻地方财政保障负担;落实主体责任并加强对办学成本监管力度等,从而保证公办普通高中健康持续发展。
China is currently implementing nine-year compulsory education. The high school stage belongs to the stage of non-compulsory education,and the system of sharing the cost of education by the state,society,and family is implemented. The purpose of this paper is to sort out the composition of the cost of running public schools in the province,and analyze the reasons for the lack of funds for running schools. At the same time,it proposes corresponding solutions,such as clearing the items that should not be included in the cost of running schools. Conditional Standards; increase financial input and establish a per capita funding guarantee system;raise the standard of tuition and fees to reduce the local financial security burden; implement the main responsibility and strengthen the supervision of school costs,so as to ensure the healthy and sustainable development of public high schools.
