摘要

"一带一路"倡议和"互联网+"政策为中俄跨境电商提供了发展契机,但其发展过程中受限于交易模式单一,通关结汇和退税难,跨境支付体系、信用体系不完善和跨境物流运行不畅等问题。为此,要培育多层次跨境电商模式,优化跨境支付主体结构,提高跨境物流服务水平,将区块链技术纳入跨境电商公共服务体系,为突破中俄跨境电商发展瓶颈,实现可持续创新发展。
        The "Belt and Road Initiative" and "Internet Plus" policy have provided development opportunities for China-Russia cross-border e-commerce, but its development process is limited by a single transaction model; customs clearance and tax refunds are difficult; cross-border payment systems and credit systems are incomplete; Cross-border logistics operations block, etc. It is further proposed to foster multi-tiered cross-border e-commerce models, optimize the structure of cross-border payment, improve the level of cross-border logistics services, and integrate Blockchain technology into cross-border e-commerce public service system, in order to break through the bottleneck of China-Russia cross-border e-commerce development and achieve innovative and sustainable development.
